Action Items

Create guidelines for road safety audits.

These tools will allow us to identify and prioritize road safety needs.

  • Standardize road safety audits and report results to decision-makers.
  • Develop a toolkit for neighborhood associations and other community groups to help them complete their own road safety assessment.

Create a crash analysis team.

The team will analyze fatality and serious injury crashes and make recommendations for improvements.

  • The team will include at a minimum: one engineer, one Accreditation Commission for Traffic Accident Reconstruction (ACTAR) certified law enforcement officer, one professional trained in emergency response, and one or more general members.
  • The team will meet monthly to analyze collisions that resulted in a serious injury or fatality over the last five to ten years. They will create a report with city-wide improvements based on their analysis.

Identify and adopt engineering designs that create safety for all road users.

We can prevent crashes by identifying proven designs that make streets safer and creating a plan for integrating them into street standards and guidelines.

  • Create a list with at least five proven measures to make roads safer for everyone.

Lower posted speed limits.

Speed is the primary reason that a crash will cause a serious injury or fatality.

  • Posted speed limit signs are not the only way to enforce the speed limit.
  • Roadways should be designed to encourage traveling within the speed limit.
  • The public should provide input about speed limits to help inform decision-makers about future changes.

Action Items

Develop a safety and education communication campaign.

Educate the public about Vision Zero and how many serious injuries or deaths caused by crashes are preventable.

  • Launch a dedicated Vision Zero website.
  • Create data-driven campaigns to educate the public.
  • Host town hall meetings to gather input from the community.
  • Create a data-analysis team to determine high-risk neighborhoods.

Work with other organizations to develop education campaigns and policies.

Vision Zero is a partnership with schools, universities, and businesses.

  • Train Columbia Public Schools’ driver course instructors about Vision Zero and walking and biking laws.
  • Create transportation safety training for new students at local colleges.
  • Collaborate with local businesses to create staff policies against distracted driving.
  • Provide employers with training and information on best practices for sharing the road with all users.
  • Create age-appropriate transportation safety education programs for schools.

Promote traffic safety innovations and improvements.

Prohibit cell phone use and texting while driving.

Cellphones are a distraction while driving; most states already have laws against texting and driving for all drivers.

  • Support statewide efforts to ban cell phone use while driving.
  • Ban texting while driving in city limits.

Change how speed limit violations are enforced and prosecuted.

Equitable enforcement strategies encourage safe travel.

  • Enforce the speed limit with data-driven methods.
  • Collaborate with the municipal court to create new ways to prosecute traffic-related offenses.

Provide routine bicycle and pedestrian safety training for law enforcement officers.

Columbia Police Department officers will complete training in issues related to walking and biking.
